    From institution to community, discharge and placement of people with a known record or probable indication of behavioral violation presents a broad spectrum of shared and transferable responsibility for outcome, and by now, a cautionary tale of consequence. Between Western State and Oakbrook, or a similar bridge of release, the statutory machinery of law, policy, regulation, and supervision tends to gate responsibility in ways that sever or terminate concern, cost and liability to the “graduating” entity, with inherent interest to transfer or manage toward administrative advantage rather than consequence.

    But like nearly all things real estate, here’s a case where location is everything. Perhaps it’s time to shake the whole tree, root to branch, to trace and merge, rather than fraction, shared outcome responsibilities. Managing budgets is not hard. Managing people is. Charting progress between problem and opportunity requires cooperation. bob w
