Not only are red lights a problem, stop signs seem to be purely decorative. I watch people barely pause when approaching the intersection of Butte Drive and 104th and it’s not much better at 104th and Hipkins. I’m assuming the same problem exists in other residential areas.
I have in the past seen a patrol car parked in a strategic place at the Butte/104th intersection, resulting in some temporary improvement. This may be a low priority but an occasional cruiser in the vicinity might be a deterrent.
